I do agree though that as the Axis you should look for opportunities in tough/actual games (as in, not against yourself).
Regarding the combined game. The setup is the same as regular setups for AAE plus AAP. The following units are added to setup:

UK must keep the money for the European and Pacific theaters separate. Calcutta is a “regional capital” and if it is captured the Pacific money goes to the occupant.

There is a set of Pacifc Only NOs used for Pac40
There is a set of Europe Only NOs used for Euro40
And there is a set of Global Only NOs
The Global set includes only some from Europe and Pacific, and includes some that are “global only”
