99% sure open communication is allowed. The extent to which it’s allowed is up to you, though. With my play-group we cut it off at “talk of general strategy is allowed, anything more specific is not.” We do it this way because of bad experiences where multi-player games would devolve into the “good” Axis Player and the “good” Allies Player forcing their teammates to obey their orders on what to do each turn, effectively turning the game into a 1v1 with a peanut gallery. That’s not much fun for anyone.

As per the new Alpha+.2 setup, where does it say the french forces turn into German when Paris falls? I keep reading about it on here, but i cant find it in the actual rules page. Is this just a house rule for Viche?

Vichy politics exists as a House rule or the many many many suggestions that have never been officially adopted.

With the changes, Vichy rules probably aren’t needed. South France now has a factory as another avenue to getting German forces into the Med, and the overall balance seems better. The games will tell though.
