Russian Strategy Considerations

In my first game of A&AE I played Russia. I did the pull everything back but a speed bump infantry, preserving my counter attack ability for the important battles.
Now I wonder if I missed a trick. I knew the German player, and I knew that he would concentrate on Leningrad because he was an A&A classic. I wonder if using the Russian mobile forces for a quick strike into Scandinavia might be a good idea. It would kill German infantry in good ratios, it would be hard for Germany to attack my tank stack, and it would be better than simply sitting and waiting for an opportunity with my tanks.
Also, if instead of just building lots of infantry, perhaps I should have built more artillery for local counterattacks.
