Rulebook says: “However, a transport is not
allowed to offload land units for an amphibious assault in a sea zone containing 1 or more ignored enemy submarines unless at least 1 warship belonging to the attacking power is also present in the sea zone at the end of the Combat Move phase.”
A submarine is a warship, so it fulfils the requirement.
@Amon-Sul I think there is nothing japan could have done before, so I’m fine. I’m just wondering why I failed the rule (I alsways thought that a surface warship has to attend the transpiort when there is a sub.
But it seems that I’m wrong.

Has it really been over two years since I last played PtV, damn!
Just realised I was playing a PtV game last month. I’d say I need to drink less, but I rarely drink - maybe that’s the problem.
That game got aborted early though, so it has been one and a half years since I last completed a PtV game, and in the last two and a half years I’ve only won one PtV game (other than claiming a game due to inactivity).
