Yea so if you get the can’t edit msg you have to undo any units that moved into that tty and then you can edit and reattack.
Also if you move a unit form say russia and you want to edit a unit to russia, you have to undo any moves from russia and then you can edit.
So, basically, you can only edit a TTy that hasn’t had any moves that phase. A little bit of a hassle if you already moved everybody but … I do it frequently with the Paras and LCVs :)
