I realize that without the actual game in hand it is impossible to determine if Canada can be played as a standalone country similar to ANZAC, but I am intrigued by the idea.
Given what we can discern from the AAE40 map, we can clearly make out these Canadan Provinces which are listed below. We also can tell which territories have IPC values and Larry has stated that there will be a minor complex in Quebec and that Ottawa is a victory city.
The Breakdown:
Quebec (LH - Minor Complex ) - 2+ IPCs (might go as high as 3 so there is an option to upgrade Minor IC to a Major IC, but suspect it will stay 2 IPCs)
Ontario (LH - Ottawa is a Victory City) - 1+ IPCs (If Ottawa is actually located in Ontario as it should be i expect 2 IPCs)
New Brunswick and Nova Scotia - 1+ IPCs (I cant see this being higher than 1)
Manaitoba - 1+ IPCs (I cant see this being higher than 1)
British Columbia (on AAP40 map) - 1 IPC
Yukon Territory (on AAP40 Map) - 0 IPCs
NOTE: Newfoundland belongs to UK. It is also possible that Northwest Territories will be represented, but highly doubtful that it would have any IPCs
MINIMUM Canadian IPCs in AAG40 - 6 IPCs
MAXIMUM Canadian IPCs in AAG40 - 8 IPCs
MY PROJECTION of Canadian IPCs in AAG40 - 7 IPCs
That being said. 6-8 IPCs seems too low to have a separate power. However ANZAC in an official power which typically collects 10-15 IPCs (with NO).
I suspect that Canada could be played as a power if it simply had a 5 IPC national objective which would bring its IPCs up to 11-13 IPCs per turn. Two NO seem a bit much. Any Ideas?

Gain 5 IPCs if the allies control all original Canadian territories, Newfoundland, and no Axis ships are in seazones bordering any of these territories.
