Yes, Panther is correct. An important additional note is that the attacking transports may not unload during non-combat. Anything that is on board stays on board and remains vulnerable to sinking.

I was wondering if anyone has anyone built a Russian ship in the Caspian Sea, I know that it is technically not a sea zone but I wouldn’t object if someone tried to place a ship there. Me and my game group have often joked about placing a battleship there back in revised that could bombard the caucasus if it fell but never actually did it. I was just wondering if anyone else ever had the idea or actually tried it in any Axis and Allies game.

I think 5 artillery are better than BB in that respect.
The only reason someone would build a ship this is the same reason to build a naval base in a land locked territory or a factory in Gibraltar.

It’s been thought of before. There used to be an A&A group called Caspian Sub, probably named for someone jokingly placing a sub there. They wrote some interesting stuff for A&A Revised.

I’ve got the russian sub into Pacific waters before, along the way talking so much trash that Japanese waste resources trying to sink the ship.
