Yes, they can do that even if the powers are at war. The presence of a sub belonging to an enemy power does not block movement.

What if Germany had a BB and Tsp sitting next to the UK. On UKs turn, the other player places a new British BB and transport there in the same zone. On Germany’s next turn, if he chose to attack the new UK ships instead of withdraw, would the accompanying German transport be forced to participate in the attack also?

The transport can leave the seazone by itself or with the BB, but that will be its move for the turn so plan accordingly. Otherwise if it remains in a hostile seazone then it will have to participate, and as it did not move through a different seazone neither the BB nor transport has the option to retreat unless it was joined by another naval unit that came from a different seazone that was also not hostile.
A related question:
Could the transport which was forced to flee or fight during combat movement in the example then pick up troops in an adjacent friendly sea zone and perform a non-combat movement during the combat phase?
Or would the troops need to perform an amphibious assault if they were to be picked up by that transport that turn?

If a transport moves during the combat phase to retreat from a hostile seazone to avoid a battle, and you want to use it to load units, those units must perform an amphibious assault on that turn. Units moved during the combat phase MUST either be involved in combat OR (in naval units case) avoid combat. If you load a unit during the combat phase they MUST perform an amphibious assault that turn. Units that are loaded during the noncombat phase can be left aboard or unloaded during the noncom phase.
If you move a transport (or any unit other than air) during the combat phase, it cannot be moved again during the noncombat phase, even if they have movement points left.

You lost me there - please explain further??
Units can only retreat to a friendly space they moved thru to attack. If you leave the BB and transport in that sea zone and attack you cannot retreat from the battle. I believe you can weasel a retreat by moving either the bb or transport one space away to a friendly seasons and one space back, providing yourself an escape route. But you must remember to do this during your combat move.
