US IC on U.K. Owned Norway

Hello Forum, another Q on spring 42. Suppose U.K. conquers Norway and begins  a shuttle of troops along with the US and as partners decide it best to allow US to build an IC on Norway,
Is this permitted?

No, it is not.

@rulebook:

Place new industrial complexes in any territory that you have controlled since the start of your turn and that has an income
value of at least 1.

So only UK can build IC on UK controlled territories.
