Go to C:\Users\triplea\savedGames\autoSave

and then look for a file called ‘autosaveBeforeEndTurn’ or ‘autosaveAfterBritishNonCombatMove’. Be careful not to start any other games because the engine will then overwrite some of the autosaves.

Exactly the same wording is in the Pacific 1940.2 rulebook, on page 25.

So Japan is not allowed to upgrade in Malaya, that is a territory originally controlled bei UK.
